In order to prevent delays to the movement of your Export goods, please be advised that CDS should not yet be used to submit Export declarations intended for departure via Inventory Linked Locations, such as those operating Destin8. MCP have, however, enabled arrived export declarations (type EXA); we have agreed with HMRC that these can be enabled as they are exclusively to exit via GVMS-only locations.
CDS Exports Dual Running is being delivered in two phases collectively by the CSPs and HMRC. Exports Dual Running Phase 1 must be completed prior to Dual Running Phase 2 commencing. Dual Running Phase 2 will see the commencement of Export declarations via CDS for Inventory Linked Locations. MCP has already commenced Export Dual Running Phase 1, but this phase will take several weeks to complete.
CDS Export declarations should therefore not be attempted to be submitted via Destin8 or via any other route to CDS, if the goods are due to depart via any Inventory Linked Location. Only CDS arrived (type EXA) declarations, for use at approved GVMS locations, will be accepted until further notice.

We are distributing this updated message because we have already seen the first delayed units due to a declarant prematurely submitting a CDS Export Declaration before the rollout of Dual Running Phase 1 has been completed. We will provide further information in due course to keep customers updated of progress.
