"Following the CDS update earlier today, an issue has been encountered where an SPS Document Code has been declared in DE 2/3 and no Country of Dispatch has been declared in DE 5/14 at header level. This is leading to declarations being rejected. The attached document contains details of the issue and how to resolve it. We apologise for any inconvenience."

HMRC Further Update (16 January 2026):
"CDS Release 5.0.0.2 introduced a change that mandated the completion of DE 5/14 at header level when a SPS Document Code is also declared in DE 2/3. Due to the issues experiences since the update, this rule has now been temporarily withdrawn. The attached document includes updated guidance to ensure declarations can be cleared."
