CDS: Removal of access to CHIEF

HMRC have advised that, from Monday 2 September, CHIEF will no longer be accessible for any reason. 

Declarants will need to enure they:

  • Finalise all uncleared CHIEF declarations by this date.
  • Submit supporting documents to the National Clearance Hub (NCH) for any uncleared CHIEF declarations and finalise any outstanding CHIEF declaration queries with the NCH before Monday 2 September.
  • Contact NCH to request ‘withdrawal inland’ of your goods if they have been arrived at the frontier but you no longer intend to export the goods.
  • If you have submitted a CHIEF pre lodged declaration before 4 June and intend to export your goods under this declaration, this must be completed before 30 August. Otherwise, you will have to cancel the pre-lodged declaration and resubmit the declaration through the CDS.
  • Run any necessary reports on CHIEF declarations.

To obtain a list of uncleared CHIEF declarations, you can use the Human Computer Interface (HCI) and List Trader Uncleared Entries (LTUE) transaction. To access the Human Computer Interface in Destin8, use transaction HCI or navigate to the CHIEF/CDS option within the left-hand menu, selecting the 'Live' option. Your declaration software may also allow you to check for any uncleared declarations.

If your CHIEF declaration has been arrived but not departed as of 30 August, CHIEF will assign it an assumed departure status (ICS61).

If you have an uncleared declaration on hold pending the outcome of another government department check, and that check is unlikely to be finalised before 30 August, you may be contacted by the NCH after 30 August and asked to re-submit through the CDS.
