The rewrite of the Customs Code Council Regulation 2913/92 means that, with effect from 1 May 2016, the 'incomplete declaration' facility has been removed in the new Union Customs Code (UCC) legislation, Regulation 952/2013. Under the UCC, incomplete declarations will not be accepted as a declaration method after 30 April 2016.
Other changes to the data requirements for customs declarations mean that LVBI will not continue, in its current format, once we fully implement the UCC. However we are able to defer these changes to declarations under the Transition Delegated Act. This allows existing LVBI authorisations to continue with very minor changes until the new Custom Declaration Service (CDS) is available in 2017/18.
