Information Note to Destin8 Users re Union Customs Code
From implementation of the Union Customs Code (UCC) on Tuesday May 3rd 2016, the current system of using simplified Community Transit (within transaction RRC as A:Transit to Linked Approved Destination) to move cargo to linked External Temporary Storage Facilities (ETSFs) no longer has a legal basis and will cease.
However, the UCC does allow for goods to be moved within Temporary Storage under the provisions of a Temporary Storage Approval and therefore existing Destin8 RRC functionality for movements to linked ETSFs is being revised and redesignated as Internal Movement in Temporary Storage (IMiTS).
The major aspect of this change is that security for IMiTS movements is provided as part of the Temporary Storage Operator’s Approval, not a Community Transit guarantee as previously, and therefore can only be operated between two Temporary Storage Approval Holders – 3rd parties cannot be involved.
All current Temporary Storage Approval Holders have been sent a UCC Transition Letter detailing a number of changes to the conditions of their current Approvals and acknowledgement of this letter permits migration to the revised functionality. From Tuesday 3rd May, when completing an RRC to a linked ETSF, TS approval holders will need to note that the Guarantee Indicator will be D Deed/CCG and the Removal Type will be E: TS Operator Local Request.
Movements to linked ETSFs already approved and released are not affected. Where companies other than Temporary Storage Operators wish to move cargo to ETSFs, there is now no option but to use full Community Transit using NCTS (in transaction RRC – removal code C and guarantee Indicator C), now redesignated as Electronic Transit System (ETS) under the UCC.
