Change of process for Frustrated Export releases from Seaforth Container Terminal

An agreement has been reached with UK Border Force to change the frustrated export release process at Seaforth Container Terminal.  The manual process of requiring a stamped document and presenting this to the port to enable the frustrated release no longer applies.  The following is the new procedure on Destin8 with immediate effect, based on 3 different scenarios:

  1. A container that is arrived but has no declaration entered can be frustrated from Seaforth without Border Force intervention, (by the haulier/line entering an export haulage release (ERU) and the terminal out gating the container (EOU)).
  2. A container that is arrived and has load authority with a UCR can be frustrated from the quay without Border Force intervention, (by the haulier/line entering an export haulage release (ERU) and the terminal out gating the container (EOU)) an inventory departure in land movement is then sent to CHIEF from Destin8 (status D) against the UCR.
  3. A container that is arrived and has a declaration entered but that does not have Load Authority cannot be released or out gated, Destin8 which will reject this and state the reason ‘Customs entry or status prohibits activity’.  The Shipping line would need to contact customs and request removal of the UCR in Destin8, subject to customs being happy with the reason this is being requested, customs will 'Withdraw all details' on Destin8, once this has taken place the ERU and EOU can then be completed.
